Regulation enforcement
Although the product certification
schemes of QSAE are voluntary in nature, on consideration of pubic
health, safety, and consumer protection the Government of Ethiopian
has enacted Regulation no. 13/1990,
PDF 470 KB for the mandatory certification of some 104 products.
Hence, one aspect of QSAE's mission is to enforce this Regulation
in which different types of inspection and licensing schemes are
employed and several companies
are thus licensed.
FAIR
MEASURES FOR ALL!

In order to ensure the fairness of
weights and measures in trade transactions and protect the society
form fraudulent weights and measures QSAE also enforces the weights
& measures Regulation No. 431/1973, PDF 327 KB.
The regulatory service undertaken by QSAE is largely
based on ISO/IEC Guide 28, which provides general rules for third
party certification system of determining conformity with product
standards through:
Initial testing and assessment of factory quality
control system and its acceptance; and surveillance that takes into
accounts the factory quality management system and the testing of
samples from the factory and the open market.
QSAE operates a third-party certification program
for products based on the following internationally-accepted certification
systems as the circumstance may require:
1. Type testing;
2. Type testing followed by subsequent surveillance through audit
testing of samples purchased on the open market;
3. Type testing followed by subsequent surveillance through audit
testing of factory samples;
4. Type testing followed by subsequent surveillance through audit
testing of samples from both the open market and factory;
5. Type testing and assessment of factory quality control and its
acceptance followed by surveillance that takes into account the
audit of factory quality control and the testing of samples from
the factory and the open market;
6. Factory quality control assessment and its acceptance only;
7. Batch testing; and
8. 100% testing.
Among these certification systems the most widely
and frequently used systems for certification of locally manufactured
goods, imported and exported goods are systems number 5, 7, and
8.
The enforcement of the above mentioned Regulations
is for import, export and locally produced and consumed /used products
and materials. In the case of non-conformances, measures ranging
from banning to downgrading of products in question are taken as
per the provisions of the relevant Regulation and corresponding
certification procedures.
The Quality Mark fees for inspection and licensing
of products are as specified in the relevant Regulation (No. 13
& 431).
